Manage Teleport Network (TPN) operations, maintenance, troubleshooting and upgrades in order to deliver high quality Iridium telecommunication service to the Iridium Gateway (GW) and Satellite Network Operations Center (SNOC). The TPN O&M Manager is responsible for providing Network Management, Development, System Engineering, RF Engineering, Logistics, Configuration Management, Analysis, Performance and Technical Assistance to internal and customer sites in order to provide Iridium with flawless operations of all its ground systems. Overall management of the Iridium Network Ground stations includes the local management of the Tempe and Chandler ground stations, remote management of the sites operated in Canada, Alaska and Russia and general oversight of the Iridium facility operations at Svalbard Ground Station (SGS) to ensure consistency and compliance to Iridium needs. They will also work in conjunction with the USG to ensure operation of the Iridium FLT’s supporting their mission are meeting expectations and in accordance to the commercial best practices.
Manage the all aspects of the technical operations of the Teleport Network sites including the associated hardware, software, procedures, and resources
Lead all troubleshooting and recovery efforts to ensure timely restoral to service to maintain near 100% availability
Ensure all Preventative Maintenance (PM) activities are completed on schedule and appropriate PM procedures are accurate and current. Ensure any issues found during maintenance are properly documented, elevated, investigated, and resolved in a timely manner
Trend, track, and analyze all teleport network performance at the component level to discover issues before they impact service or availability.
Ensure all tech bulletins and equipment replacement procedures are accurate and available to site personnel at all ground stations
Manage remote site personnel to ensure goals are met and site maintains the highest level of availability
Maintain Field replaceable unit (FRU)spares depot and ensure adequate spare complement exist at all remote sites to support mission needs
Coordinate all testing of FRU’s to determine failure candidate causes and an appropriate corrective action plan for repair
Ensure the proper operation and maintenance of all antenna and communication infrastructure network elements while maintaining the overall TPN at a high level of quality and availability.
Respond to Iridium alerts in a timely manner and initiate corrective actions to restore network service.
Actively support and/or manage the technical staff needed to support real time anomaly resolution of the TPN. Help troubleshoot system and network elements and ensure appropriate engineering staff is called in to support real time operational needs.
Responsible for documentation of installation, as built drawings, meeting specification, ensuring equipment is functional and site accepted, tools are maintained, all safety procedures are documented and followed, installations follow schedule, status reporting, issues documented and elevated.
Provide accurate Configuration Management for all site configuration files
Coordinate fault resolution with senior and junior personnel and vendor support teams. Provide suggestions and direction for the support teams in order to balance technical needs, competencies and return to service goals.
Make recommendations and take actions to prevent/restore network interruptions and / or service degradations Ensure prompt response and resolution to anomalous conditions
Analyze switch/network element messages/alarms, perform equipment diagnostics, follow vendor or site defined troubleshooting procedures and take corrective action to minimize service interruptions.
Initiate and help drive Ground Anomaly Meetings in coordination with the gateway, the TPN, the SNOC and the SME’s
Oversee subcontractor work as necessary and ensure contractual obligation fulfillment. Ensure adequate historical records are kept for all work completed by outside contractors
Ensure facility (generators, power, lighting, water, etc) equipment is in good working order and able to support mission when needed
Develop yearly facility and O&M budget needs for maintenance and end of life components to ensure facility and grounds are able to support the Iridium mission. Provide quarterly reports and change requests
Develop and maintain an appropriate security posture for Alaska Ground Station (AGS), Yellowknife Ground Station (YGS) and Iqaluit Ground Station (IGS). Ensure overall Iridium security policies are followed and/or deviations are clearly supported by the FSO
Ensure power generation phases are in balance and loaded appropriately
Coordinate maintenance schedules with Iridium and its subcontractors as necessary. Ensure proper Preventative Maintenance routines are performed and recorded in accordance to Iridium policy
Maintain historical records of site availability to the component level. Use trending analysis and pareto tools to assist engineering team in identification of historically underperforming equipment.
Support TPN and Network infrastructure engineering teams in identification of root cause/corrective action on equipment used to support delivery of constellation traffic to/from the Iridium gateways and SNOC
Perform overall Project management efforts for special installation, integration or upgrade efforts as necessary. Maintain action item lists, interface with customers/contractors, develop and maintain the overall schedule and escalate issues as appropriate. Responsible for ensuring project execution is accomplished with minimal operational impact
Follow formal procedures for change control, issue escalation, prioritization, risk management, and other PM processes
Follow communication strategy and reporting process for updating management on operations and project progress, decisions, and impacts
Assesses organizational and project team capability; implement specific actions to improve operations and project performance
Provide resource feedback to Iridium Sr. management & assist in overall career development and discipline

Intermediate UNIX command line skills
Effective MS Office skills
Display effective troubleshooting skills as well as the ability to use reference documentation per equipment vendor
24X7 rotating on call schedule
Maintain technical proficiency as that of a site technician
An ability to occasionally travel but, more importantly, direct the efforts of a team remotely
10 years of telecommunications experience in network operations, field, central office or RF communications environment.
Must have experience troubleshooting antenna systems supporting Low-Earth Orbit satellites
Must possess a high level of integrity and personal ethics
Must possess extensive knowledge of project management tools, techniques and processes; and have experience negotiating with and managing vendors
